Thimphu, Bhutan

The only capital on Earth without a single traffic light

A small Himalayan capital that measures national progress by Gross National Happiness instead of GDP, where every building is required by law to follow traditional Bhutanese architecture — and where, true to the country's go-slow philosophy, traffic at the busiest intersection is still directed by a white-gloved police officer in a booth instead of a signal.

Thimphu became Bhutan's permanent capital in 1961, after centuries in which the seat of government moved seasonally between Punakha and other valleys. Bhutan itself was never colonized and only opened to foreign tourism in 1974, deliberately limiting visitor numbers ever since through policy rather than circumstance — a "high value, low volume" tourism strategy that still shapes the country today.
